Tax and tariff avoidance: spill-over effects

This paper focuses on the emerging problems of national tax and tariff systems in a world of economic and technological globalization. Tax or tariff avoidance refers to the behavior of companies that choose a territory where they minimize their taxes or tariffs by taking advantage of legal strategies. Avoidance borders on the legality of taking advantage of existing legal loopholes to achieve the lowest tax or tariff burden. Tax and tariff avoidance is analyzed to understand and raise awareness of the flight and evasion of money by both corporations and individuals, as well as the collateral problems these pose for the economic sustainability of welfare states. Through empirical work with interviews with eight different experts from these sectors, the phenomenon is analyzed to demonstrate how political regulation lags behind economic and technological developments. Finally, to correct these negative externalities, solutions are proposed that move toward global fiscal and tariff federalism.
