Compartel (telecentros): An evaluation of its social appropriation

Abstract

This article makes an impact evaluation mediated by Propensity Score Matching (PSM) for the probability of attending the telecenters of the Compartel, a program from Ministry of the TICs of Colombia, in the years 2009, 2011 and 2012. The study shows that this probability of attending to telecentres is higher in individuals of lower strata, who are looking for work a few weeks ago, with higher grades of the school, without telephone in the residence and that they are head of household or near relatives. Thus, the success of the Telecentres program in terms of ICT appropriation is not only due to technical improvement or fiber coverage, but also to the minimum live conditions of the potential beneficiaries of the program.
